The tension at the beginning of every evaluation

This cartoon is a tension attacker. It’s not designed to judge. It’s designed to spark.
If you’re on the program side, you have to believe the program works. If it didn’t, why are you committing so much of yourself. You likely have your own evidence to support that notion.
From the evaluation side, you need solid evidence. A program doesn’t work until you can establish that it works.
How often does this tension stay in the background, continuously building distrust? Why not attack, at least put things out in the open…
